MISSION STATEMENT
The mission of the Community Preservation Committee is to study the needs of the Town of Wellfleet in cooperation with various Town boards, institutions, organizations, and citizens and to solicit and evaluate proposals for the use of CPA funds for the maximum benefit to the Town of Wellfleet. The CPC will recommend to the Town Meeting those projects which it feels will best achieve the purpose of the Community Preservation act legislation which includes open space, historical preservation, affordable housing and recreation. Proposals should be consistent with the Town’s long term planning goals.

Guidelines for Project Submission

The Town of Wellfleet is pleased to be able to offer the attached application form for Community Preservation Act Funds. These funds are available for the following purposes:
1. The acquisition, creation and preservation of open space
2. The acquisition and preservation of historic resources
3. The acquisition, creation and preservation of land for recreational use
4. The creation, preservation and support of community housing
A project may encompass more than one funding category. Please keep in mind that there are legal limitations on the uses of CPA funds. Submission:
Proposals for Community Preservation Funding must be submitted using the attached application form. All relevant information requested on the application form must be included with the proposal.
Applications must be typewritten and ten copies of the application and all supporting documentation must be submitted to:

Applicants should obtain quotes for project costs whenever possible. If not available, estimates may be used provided the basis of the estimate if fully explained.
For applicants that have multiple project requests, please prioritize projects.
Requests must be received by November 15 of each year to be considered for recommendation at the Annual Town Meeting in April. Unless an applicant can demonstrate that a significant opportunity would otherwise be lost, applications submitted after this date will be considered for the fall Special Town Meeting.
Review by the Community Preservation Committee
Each application will be acknowledged when it is received. It will be reviewed for completeness and the applicant will be notified if additional information is required.
Once the CPC has determined that an application is complete, the project sponsors will be given an opportunity to present the scope and details of the project to the CPC.
From time to time, the CPC will schedule public hearings to discuss its work, to review proposals under consideration and to receive comments from the citizens of Wellfleet. In addition, there is an opportunity for citizens to speak as a part of the agenda at each CPC meeting.
The CPC will submit its recommendations for the use of CPA funds to Town Meeting for approval.
General Criteria
The Wellfleet Community Preservation Committee encourages proposals that address as many of the following general criteria as possible:
~ Contribution to the preservation of Wellfleet’s unique character, contribution to the vitality of the community, and contribution to the quality of life for its residents
~ Consistency with Wellfleet’s Local Comprehensive Plan and other planning documents
~ Feasibility
~ Urgency
~ Affordable cost
~ Service to a currently under-served population
~ Acquisition of threatened resources
~ Strong community support
~ Preservation of a resource or opportunity that would otherwise be lost
~ Leverage for additional public and/or private funds
~ Service to more than one CPA category
