Job Description
Position Title: Harbormaster/Wharfinger
Directly Responsible to: Town Administrator and Board of Selectman
Directly Supervises: Assistant Harbormaster
Night Watchmen
Special Police Officers
General: Under overall policy guidance and direction of the Board of Selectmen, the Harbormaster/Wharfinger has complete charge of and responsibility for the effective operation of the Town Marina and for the regulations of all activities there and in Wellfleet Harbor.
Requirements:
1. Harbormaster Training Academy Certification.
2.Some basic knowledge in carpentry, painting,electricity,plumbing and small engines.
3.Ability to deal effectively and cordially with all persons using the marina
4.Administrative and supervisory ability
MAJOR DUTIES AND RESPONSIBILITIES:
A. As Harbormaster:
1. Enforce Federal, State, and Town rules, regulations and town bylaws
2. Patrol town harbors and waterways as required, checking water traffic conditions and boatmen conduct
3. Aids vessels in distress and recovers boats adrift
4. Administers, assigns, and polices the allocation and use of piers, slips and mooring spaces for commercial and pleasure boats in accordance with regulations.
5. Prepares reports,correspondence,budgets and payrolls.
6. Meets with other town inter-government bodies and appropriate citizen groups; makes recommendation to selectman as required.
7. Collects ramp, transient slip and parking fees.
8. Provide instruction and guidance to his own staff to insure continuity of specified policy, rules and fees in his absence.
9. Establish communication with the Board of Selectman, Marina Advisory Committee, Shellfish Advisory Committee and Police Department, as required, to resolve potential or existing problems.
B. As Wharfinger:
1. Maintains all municipally owned facilities and structures at the Marina not under lease.
2. Maintains, installs , and removes, in season, town wharves, floats, buoys, channel markers and poles.
3. Is licensed to direct maintenance of and operate departmental boats and automotive vehicles and uses specialized tools and equipment.
4. In addition to the performance of day to day upkeep, he is responsible for preparing a semi-annual Preventative Maintenance Schedule for all Marina structures and equipment for review by the Marina Advisory and approval of the Board Of Selectman. He carries out implementation of Preventative Maintenance Schedule as approved.
5. Monitors works performed by contractors ( e. g. pier structures, electrical and fresh water systems) revise any application plans or drawing, if required, and provide liaison between the contractor and the Board of Selectman.
C. SPECIAL ASSIGNMENTS
In addition to specifics duties listed, the harbormaster/ wharfinger executes special assignments and performs duties related to the marina and harbor as directed by the Board of Selectman.
