Shellfish Advisory Minutes DRAFT 03/06/02
Wellfleet Shellfish Advisory Committee                          March 6, 2002

Meeting held at Town Hall, called to order 6:45p.m.

SAC Members present:  Barbara Austin, Andrew Cummings, Chris Merl and Jim O'Connell
Public present:  Molly Benjamin, Chip Benton, Nate Johnson, Nancy Kunic and Stephen Pickard
Also present:  William Walton - Wellfleet Shellfish Constable


Open Forum-
Some discussion regarding marine mammal strandings and the potential role of the WSD and fishermen, involving proactive participation with mammal rescue workers.

Jim O'Connell stressed his concerns over neglected netting on aquaculture leases and the accepted disposal of nets in general.  Constable Walton informed all present, that he had addressed this situation and had been in contact with the DPW.  Bill is hoping for a dumpster dedicated to the handling of net waste.

Molly read a piece featured in National Fisherman aloud, regarding the introduction of Chinese oysters in the Chesapeake Bay.

Chris Merl made a request to the WSD for an attempt to recover the buried oyster set on Egg Island, near the channel - across from Powers Landing.

Jim O'Connell mentioned that shuckers were needed by The Mass. Food and Agriculture in regards to participation with the Boston Seafood Show - March 12 through 14.

Committee discussion regarding the need to address the Board of Selectmen with guideline questions involving the overall goal of the shellfishery.  With specific attention given to aquaculture, wild commercial, and recreational management

Extensive discussion, with participation by all present, regarding future finance expenses.  Constable Walton shared his desire for a community shellfish center that would include a hatchery and educational facility.
The Committee voted enthusiastically 4-0, in support of the Constable's potential plan.
The Committee also voted 4-0, supporting Constable Walton's need for a better interpretation of the town's definition of shellfish management goals.
Both votes shared mutual public support.

Agenda-
Cultch
The Committee discussed, and deemed it appropriate, to compose and send a letter of concern to Scott Soares, of Food and Agriculture.  The concern being: the State's potential classification of cultch and its possibly detrimental impact on the town's propagation program.  Prior to any letter being sent, approval must be given by the Board of Selectmen.  The letter will be presented to the Board on Monday, March 11th.
Tentative plans were discussed in regards to the 2002 cultch project, possible intentions include: an earlier start (May 23rd), the refreshing of older cultch that had been deposited during prior years and further concentration on Blackfish Creek and Lieutenant's Island.

Chipman's Cove Closure
Constable Walton stated his desire to close the Cove on April 1st, with the Department's intent to refresh old cultch and open an area designated for “hats” by mid-May.  Much debate ensued in regards to the proposed closure date.  The Committee voted 3-0-1, favoring an April 16th closure that will also include the closure of Duck Creek.

Constable Walton consented to assist Chris Merl with an attempt to drag and relay sanded oysters on Egg Island.  Said project will be executed between March 11th and 13th.
